It's not that the wheels are like fantastically drawn or anything; it's a double entendre. The wheels were stolen so the chalk outlines reflect a crime scene, like a dead body. Also, it's an act of compassion on the artist's part: attempting to make right a wrong and give someone their bike wheels back.
