"As someone who has experience dealing with skeletal remains of both humans and animals (I'm in the forensic field, not a serial killer), as well as a fairly good knowledge of the decomp process, I agree with Snowden. It's a dog.
The dentition is also a giveaway -- it's got what looks like typical canid teeth, with a large canine tooth, probably 4 premolars (I can't tell from the photo, but it looks like one may have fallen out), and 2 molars on the lower jaw. The large first molar is called a "carnassial" tooth, something shared by all carnivores. Have you ever seen fur on a turtle? Have you ever seen a turtle without it's shell? A turtle without a shell is a bloody mess. Have you ever seen articulated limbs like that on a turtle? Have you ever seen limbs that hang down off a tube like body on a turtle? Have you ever seen a half a meter long tail on a turtle? It looks like a beak on the upper jaw because decomposed dried flesh is covering up the teeth.

This is probably was losing fighting dog, looks to have a Bull terrier type skull and jaw. Shoulders and haunches are correct, although there is bloating. From bobbing around in the sea water/sun the outer cutaneous layer and hair would slough off.
Could have been a baiting dog, likely as it apprears the tail was not docked, these poor guys often have severe damage to their muzzle, ears and neck, some obvous bruising around the neck there. God im sick now...
He ws mostlikely still alive and they tied him up and dumped him off the pier to drown.
I'd feel less sad if the "Monster" that did that to him washed up instead (not talking about the other dog).
Sorry to be a bummer, but as a volunteer I've see dogs in this shape before.
