Some countries still recognize non-theist religions (Christian/Judaism/Islam), and allow these practitioners to have the same rights and privileges that the Catholic Church does (tax exemption, ability to perform marriages, etc.) in the U.S.A. . Canada, and most of the 'Old World' recognize these religions, and anyone registered to perform Pagan Religious rights or collect tithes and donations for their faiths use could be considered a 'Witch' by Christians.
