It doesn't HAVE to be photoshopped, because the "***** you" is appropriate in the letter, and relevant to the reason the letter was typed. The letter is informing the reciever that his/her "OPEC ***** You" License plate was deemed inappropriate by the DMV.
If they censored themselves in the letter, they wouldn't be able to discuss the issue at hand (which is the ***** You ("FY"), which obviously got reported by someone).
