If they had switched from coins to cards like the pay phones in Asia and parts of Europe, things might have been very different for the pay phone.

The CRTC can de-regulate certain services where there is competition. The competition doesn't have to be direct either. In this case the competition is Cellphones vs. Payphones. No one is using payphones anymore... so why regulate what people have to pay? In Saskatchewan, there are many things that are regulated about SaskTel, but they are jacking the prices for Payphones too. SaskTel is FAR from de-regulated!
