The effect looks like it may be scrambeling the pictures but they are being displayed in order, just in a different grid (4x4, 8x8, 16x16, etc) the more you zoom out. There are programs that can organize a directory of images into something like this. If say for example at the level he zoomed out it was showing 128 pictures horizontally and 128 vertically, you set the program to try to make the collage image out of your seperate images out of 128x128 pixels, number them accordingly (0000001, 0000002, etc) and then load them on your Wii picture browser and zoom out until it shows 128 images horizontally. Since at that size a single image is more or less looks close to a single pixel made up of what color the majority of the image has in it.
I had to shift pixels around for a similar effect when I was trying to extract graphic data out of rom images in which I had no idea what resolution the tiles were set to, and there were multiple different sets of tiles. once it starts to look like a diagonally skewed image you know you are getting close as the more you move up or down the less skewed the image gets, similar to the way zooming in and out from a large set of pictures in the Wii works. - Rhino2, on 10/11/2007, -2/+8

I mean, they've had stuff like that for Abe Lincoln and other historical figures for a long time...and doing a basic image analysis to match an arbitrary picture is something I had as a CS project when I was a freshman. Kudos for originality and Wii-ness I suppose.
