There should be better prevention from this. How they could make it fair would be to make a "vote for re-submission to homepage" button and then have the link go to a page where people vote if they want it to pop-up again on the front page. It's that easy. Maybe there could be certain ranks for stuff also, like if a link gets re-submitted to the homepage 3 times and gets a certain number of diggs everytime it turns Gold or something or gets a ***** star. If a duplicate appears on the front page it is clearly because enough people had not seen it the first x times it appeared and find it interesting. Thus, it is clearly still worth sharing.
