I get the feeling that it is going to go the same way ODF/OOXML was going in the States, there where a few places that went ODF but a majority ended up getting either brought out by MS, threatened, FUD'd or just lied to about which was which (California) (although oddly enough Texus went with ODF). I'm sure the paragons of capitalism who think bribery is a valid business tactic have nothing but the utmost respect for how they have responded to this.
