The Oxygen people were just giving Internet users a look at the state of the Oxygen theme/style so it could be critiqued. Some changes were suggested, so everyone will have to wait for the next preview comes out.

Yes, this does make it look like KDE4 (barely) but you don't gain any functionality. KDE4 adds numerous improvements to stability and speed as well.

$ tar xvzf K4.tar.gz
Then you'll have to drop a terminal, and:
execute the python script as root:
$ sudo python oxygen-icons.py
choose 1 to download
when finished downloading, press 1 to install icons
then choose 1 to remove temporary folder.
Then when that is through, open kcontrol (type kcontrol as normal user in terminal) and go to Appearance> Icons> and choose Oxygen.
In kcontrol you should be able to import the other components as well. Theme>import, etc. You might have to extract the included K4 theme to its own folder to import in kcontrol.
