Detroit's actually gotten a lot better with crime recently. It was at one point (I believe) the most dangerous city, and has since improved a lot, thanks mostly to white flight to the 'burbs. Well, if Warren and GP count as the 'burbs.
Anyway, Detroit's a great city. To the person thinking Memphis is only 58th on the most unsafe cities list should think again. Memphis is more like top 10. According to this list, Branson, Missouri (which is nothing more than a tourist town that draws in people mostly ages 60-80) is more unsafe than Detroit. Please!

It is because of the latino culture (predominantly mexican central american) (not race) of non studying. Generations of bad educated people. It will take decades for that to change.

White flight is an observed social reaction wherein the white community leaves the city to dwell in the safer, newer, higher income, more stable (and just plain more desirable) suburbs surrounding the city. This happens a lot in places like Detroit where mainly the black population flocks to the inner city and crime rates rise by extreme amounts.
Detroit used to have over 2 million people, and it's now down to less than 1 million. That's because of the white flight to the surrounding 'burbs. The jobs are still there since people commute to the city, but the population is down. How does this account for the decreased crime rate? I moved for a short while from Detroit to a small town in SW Michigan, and that was the case there. Sturgis has a horrible Hispanic population. I then spent some time on an island in South Carolina were there were tons of Hispanics, and they were actually VERY smart. Doing better than the whites, even.
