So, was the F concentration calculated based on the max dose acceptable for infants whose mothers make formula? Of course not. If you're stuck on a municipal water source, spend the $$ and get a filtration system that removes the Cl, the F and the trihalomethanes that end up from the reactions between the halogen and ammonium compounds in your water.
Head down to your local university and meet the professors whose research focuses on Fluorine. Don't be surprised if they're missing a finger or two. I don't see any advantage to this. Fluoride only really helps teeth when it's applied locally, as in toothpaste. If you are drinking or eating it, it won't do much for your teeth.

Most dentists are well meaning but their education has told them that drinking sodium fluoride is good, and they don't seem to question it very much. A little thought would shed some doubt on the matter, though. For instance, why do we need to ingest fluoride when it's already in toothpaste and mouthwash? Why, according to the 1986-1987 National Survey of US Schoolchildren, do children who live in places without water fluoridation seem to have just as many or fewer cavities as those who live in fluoridated areas? Only calcium fluoride occurs naturally in water; however, that type of fluoride has never been used for fluoridation. Instead what is used over 90 percent of the time are silicofluorides, which are 85 times more toxic than calcium fluoride.
They are non-biodegradable, hazardous waste products that come straight from the pollution scrubbers of big industries. If not dumped in the public water supplies, these silicofluorides would have to be neutralized at the highest rated hazardous waste facility at a cost of $1.40 per gallon (or more depending on how much cadmium, lead, uranium and arsenic are also present). Cities buy these unrefined pollutants and dump them--lead, arsenic and all--into our water systems. Silicofluorides are almost as toxic as arsenic, and more toxic than lead.

Fluoride in the water also actually retardates you. This probably explains why Americans are so god damn stupid. Here's the studies if you doubt what I say.
