We all know how the police like to deal with legal/peacful protests by shooting people with rubber bullets, water canons, and pepper balls. Hurt like hell, but no damage was there, and the pain instantly disappeared which left a weird disbelief/tingly feeling after, as it really felt like burning your hand on something to a point of melting skin, then all of it going back to normal in a split second.

If the designers of this "heat ray" had advertised it as a lethal weapon that sometimes failed, no one would care because then the deaths would be "part of the plan". Just because the instances of leukemia are higher closer to the power lines, there is no proof that power lines cause cancer. Just because you can illuminate a fluorescent light under the power lines without it ever being connected to a power source, that power lines give off any kind of harmful energy.
