Because they wanted to define the smallest possible viable organism in order to start putting in genes to make things like biofuels. Extra genes just wastes energy and makes your biofuel bug less efficient.
He also certainly deserves to have his name on it, he's been talking about doing it for a long time and has been his main project since the Celera days. In fact, not only is his name on the paper, but it's also *in* the organism...they included several short stretches of DNA, one of which translates to the amino acid sequence CRAIGVENTER.

Not only is the LHC not a scientific discovery, AFAIK I don't think they've even discovered anything new with it.
