The ugly ass dude looks that way because of very small lines that you can only see from close up. As you move farther away, those lines in essence disappear leaving the chick. As for the image on the right, from close up you can see weird shading on the picture, but you think nothing of it. However, when you move farther away, the shading makes up the smallest details you can see, therefore transforming her into an ugly, angry dude.

One is a high-pass filter, giving the fine details, to be seen from close up; and the other is a low-pass filter giving the far away details. Note how fine details override ciarse details.

High frequencies in an image are those regions where intensity changes rapidly (i.e. high contrast = edges).
Low frequenies in an image are those regions where intensity changes gradually (i.e. low contrast = gradients, blends, constant values)
When your eye is close to an image, you can see every pixel, so low frequency changes may be harder to notice - high frequencies dominate (a by-product of normal human vision, which probably gives more weight to the shape (outline), placement and overall intensity of objects than gradual variations within the object).
When your eye is farther away, you are unable to resolve individual pixels. Their intensities "blend" together - this is exactly what a low pass filter is. (Imagine you went even farther away, until you could barely see the image except as a "dot" in your field of view. The "color" of that dot is the average intensity of the whole image - all pixels in the image have been blended into one "pixel". This is an extreme low-pass filter).
So the artist took 2 images (evil and benevolent) and produced 2 more from each (one high-frequency version and one low-frequency version) for a total of 4.
