It was developed to help insomniacs after early versions showed to have a strange loss of sleep without major side effects. It allowed insomniacs and similarly affected people to not miss out when lack of sleep was unpreventable.
Of course then people started to wonder what if the "normals" start taking it. They found that (surprise) the effect counteracted leathergy and need for sleep. God did the Military community jump all over that.

No matter what they say its just plain unhealthy to not sleep for that long of a time. The only real application for this drug I would approve would be by soldiers in the field. Students cramming for a test is not.
