Yes a strong person could probably swing on a line, but swinging the way Spider-man does? I don't think so. You'd have to be pretty strong if the line was something like 100 feet long.

The US Navy has used it to give divers depth sensors and radar, communicated straight to the brain through a small electric stimulation pad you put on your tongue. That's just one use for it.
