How can someone vote for a mod like FH2 when it hasn't been released yet?

My favourites from the list would be Black Mesa, Empires, and Goldeneye Source. Interestingly, of the 100 mods, a whopping 38 are for HL2. if this was a userdriven site why wouldnt CS and Desert combat, last time i check CS was pretty popular...
