But even things like do the creatures need to have legs and arms? i mean what about a creature that moves like a snake? creatures that have trunks for handling tools, or use there antennae for handling objects or fighting.
There is so much diversity on just our planet that it's hard to even imagine a creature that isn't simply a modification of a existing creature or a combining of others. Like how bout a creature that is a ball but surrounded in legs so he can roll everywhere. and he has a outer skin that is sensitive to light so instead of just having eyes he gets visual information from every part of his body. Can I make that? lol

You'll get a mini-game or two with the Spore concept. That's about it.

Talking with him for awhile, he revealed that Spore was originally an evolution game, in which evolution occured randomly, semi-dependent on how the creature was being played. The player had very little control on how exactly his creation would evolve, thus although it was cool, the player was not given enough control. The idea for Spore originated from a book, which I dont have the name of right now, which talks about the conditions necessary for life to begin and sustain itself. There are many models loosely based on science used for various aspects of Spore. Things like atmosphere and clouds are based off a demo created to demonstrate the forming of nebula and stars. Things like the science of flocking were explored based on this algorithm http://www.red3d.com/cwr/boids/ . Most of the in-game systems were approximations of reality as most graphics is focused on.
