Seems like there's more than one meaning to the word "dirty". Of course "world's dirtiest cities" could also mean "dirty" in the Christina Aguilera kind of sense.

Besides the flurry of bullets from street gangs, sulfur rain from US Steel, a large mass of dangerous abandoned houses, crack houses, a large sewage treatment plant which permeates the city with a unique smell (the "Gary smell" that welcomes all visitors coming to Chicago via the Skyway), mounds of trash on the streets, the paper factories and the giant land fill next door... it's actually a pretty nice place...

Dzerzinsk, Russia- Chemical wearpons, cold war
Chernobyl- 80's
Mailuu-Suu, Kyrgyzstan- Used as the center of the uranium processing, used for bombs for the Cold War
Norlisk, Russia- former slave labor camp, built probably during Stalin's regime
Rudnaya Pristan, Russia, it doesn't say it but I am willing to bet those smelting plants were constructed during the communist government, and not after the wall came down.

British actually and Chernobyl happened when Ukraine was still socialist. These cities are the reason many of these countries are ex-socialist. My father lived in Zambia for 3 years in the 70s as an ex-pat and the one thing that killed that nation was the nationalisation of the industries, specifically copper. The kwacha was valued close to the pound for the early years of independence. After the socialist revolution you could get thousands of kwacha to the pound. Now they've returned towards sensible free market economics but the damage to trust in property rights there will take decades to restore. I only hope they hold their nerve and stick it out rather than reverting to a socialist mess.

Ukraine, was a socialist country as part of the USSR, along with Dzerzinsk, Russia, Mailuu-Suu, Kyrgyzstan, Rudnaya Pristan, Russia.
And Peru and Zambia both have had or still have corrupt governments, that really aren't concerned with pollution or their peoples well being.

The project had to be abandoned because they were not ready for the enormous influx of new molecules never before seen nor studied.
