More likely is that it was shot as a very high ISO with the lens wide open. Not that any of this really means anything. The lights were on regardless. Since the White House is a national/historic landmark, I wouldn't have expected it to go dark. Same goes for all the other monuments and such in DC.

They are turned off when I leave my house for work, for 10 hours at a time. They are turned off any other time I leave my house. Why would this 1 hour make such a massive difference?
If you want to save energy then target people who leave all there electrical equipment on when they don't need to. Here in Birmingham, UK, we recently saw two billboard advertising campaigns running simultaneously. One was from the local council, encouraging us to help the environment by turning off any unnecessary lighting and appliances when not being used. The other was from the local police, informing us that leaving lights on when we leave the house is a good way to deter burglars!
