seattletimes.nwsource.com — Beginning in January, Seattle shoppers will be charged 20 cents for each plastic or paper bag they use at grocery, drug and convenience stores, and take-out foam food containers will be banned. The City will provide one canvas bag per household at no charge, and possibly more to low-income households. Further changes will take effect in 2010.
