This blog and greenpeace in general have made that mistake, and they blow up massive hyperbole about radiation levels that are well below levels that would be capable of producing any effects in any humans or animals quite regularly.
Greenpeace suck when it comes to nuclear issues.

An Iranian newspaper quoted a source as saying that one of the pigeons was 'caught bearing a blue-coated metal ring, with invisible strings'.
The source gave no further description of the pigeons, what country they may have been spying for, nor what their fate might be.
But Iranian security forces are reported to believe the metal rings and strings are some form of communication device.

I think something is lost in translation, as arrest is probably the wrong word. But it's feasible in this era to attach devices to small animals and just set them tramping in the general area hoping to get something. The article is too light on concrete details to say for sure. I have read in the past the pentagon trying to develop robotic insects for that purpose. Plus you have remote controlled rats by now:

3. Yes, pigeons HAVE been used in espionage before. However, in this day and age; I think using Predator drones and satellite coverage is a much more viable option.
