Industry plays hardball with companies, often accepting the lowest bidder regardless of quality, safety, or compliance with the law. The state and federal regulatory agencies are similary underfunded and consequently overworked and understaffed as well.
What this leads to is a slow down of the entire process.
Increased resources = quicker and better response time.
Simple as that.
