The lightning is so bright that it will punch through the ambient light gathered during that time,
so the houses will look normal, yet you will still get the lightning. You have a several second
window during which the lightning can strike and still get captured.

As you said, there is only a several second window and it's not as if you know in advance (generally) where that lightening is going to hit in the next few seconds.

However the latter is used to mean a set of rules for a language, which wouldn't make sense in this situation. Grammatical, but nonsensical. Watch out for colorless green ideas, ey?
