Hurricane Katrina REPORT CARD - F for Bush; D for Congress

nwf.org — Bush fails to propose long-needed FEMA reforms that would: (1) reduce and eliminate subsidies encouraging risky construction and (2) raise standards that would reduce risks to people, taxpayers and the environment and Congress has failed to reform the bankrupt flood insurance program.
