So the article said their is scant evidence to support this crap and than goes on about how deadly the stuff is.
Though some of the gases and particulate may be dangerous it is in such small amounts high over head, where it is in such low concentrations that its pretty unlikely any of it is going to harm anyone.
This seems sort of like someone pointing out the dangers of tap water because they just heard tap water contains chlorine.

One of the biggest offenders of this toxic dumping is in the manufactoring of fireworks for export. Everything form waste petrochemicals, pesiticides and who knows what else.
To give you an idea of the scale of this type of dumping: Last summer a Chineese bottle water company got caught mixing water with waste from a plactics manufactoring plant and clear waste water from water treatment plants.
