Do you think the head of the agency hooked up the sewers himself? How would they even know this is happening?
You know these sewers go UNDERGROUND. It's not like they go in the basement and there is a big labeled valve to reroute sewage to storm and the evil maniacal CEO of the agency went down there and switched it over laughing to himself in order to save on sewage fees.

When the realized where the problem was coming from they admitted it and started working on a solution. If you want to get conspiratorial or talk about irony, ask yourself if any company or non-environmental agency would have done the same, or would they have tried to cover it up?

but to be safe, they should have probably just excavated the entire sewer system to double check!
Hauling chemicals has nothing to do with a sewer being hooked up right.
Unless it's a 3rd world country (which the USA isn't yet) there are building inspectors that inspect these things. It's part of the permit process and getting the go ahead to occupy.
When you moved into your house, did you have a company come in and cam all your sewers and pipes to make sure they go where they are supposed to? I'm sure you did...

The same was uncovered in the former Soviet block and post-Communist Eastern Europe. "Externalities" were ignored by an omnipotent state that ran the whole show.
When I first traveled across then Czechoslovakia and East Germany, you would come across a beautiful village in Bohemia or somewhere near Magdeburg... and in the middle of it, some filthy factory would be churning out bright yellow smoke or somesuch... something you would never see in the West.
Fortunately, that has long disappeared.
I was there last week and there is nothing of the sort any more.
