Awareness is great and all, but without actually doing anything, it is less than pointless, oftentimes counterproductive.

Certain types of bulbs may take some time to reach full brightness but they don't draw more power "starting up" than they do when they're on. The only way I could see this being true is if they had some sort of motorized positioning that had to be reset or covers over the bulbs that had to be opened.

Power companies will often charge you a surcharge to do something like this... because they have to prepare for it.

- Daveman100, on 02/18/2008, -2/+14Have you seen Mythbusters? they did a show in light bulbs and power use. They showed that wile it does take more power to turn on, then to run them. The difference is so little that it is in fact better to shut them off when not needed, then to leave them on. the extra power to turn them on is less then 1 min of ruining time.

They'll turn off some lights for an hour, save a negligible amount of energy, yet get loads of positive press. Why not build high efficiency photovoltaic arrays on all the buildings in downtown Chicago instead, it actually would have a positive impact.

Also, if I were to walk to my friend's place right now, the only lights I would notice would be from the main streets, but I walk down dark side streets anyways. So it wouldn't make a difference either way as this will only be happening at Chicago landmarks, and whatever citizens feel like volunteering to do this once they hear about it on the news can do this at their home. I don't know anybody that's even heard of this.
