You must not have clicked that video. You rotate it counter-clockwise when it's small 10° then 25° the other way. A button pops up in the center. I also hope that someone might invent a cup kids could use that could be tipped over without spilling its contents. What a brave new world we would live in with these two inventions.

For anyone wondering (as I was), the top surface of the table isn't really circular when it is small due to circumferential edges of the pieces of the top having the radius of the large form. In order to make the table truly circular when small, the bottom shell of the table actually rises up to be flush with the surface. It (of course) has the radius of the small form of the table. It of course has a hole in it that matches the slightly distorted shape that the top surfaces make when small so that the bottom shell can come up to flush.
You can see this in the dbfletcher_capstan video at 0:16.
