I would bet the idea is too make the general public think that modern war is some how more humane, more ethical then the wars of our fathers fought. If you can suspend the idea in public's mind that you are not attacking a country but a regime in a country ,then it is much easier for the public to put aside its compassion for the peoples lives they are voting to destroy.

It is true that a certain level of intelligence and an appropriate guidance system is necessary to allow the use of a smaller warhead, but these have both existed for some time.

If you don't think that is the case there is something wrong with you. Wars happen, unfortunately, would you rather have to use the tactics of WWII, leveling an entire area to get one factory or would you prefer a more surgical approach. Unfortunately, in the world we live in they are a necessity in order to either provide protection when needed or deterrence to those that would do harm. Every country is armed to some degree, so pointing fingers at the US is pretty naive on your part.
Since they are going to exist, isn't it a good thing that they are at least trying to design weapons that only kill the intended target?
