Navtiidia - Not trying to condescend, but you're really putting the cart before the horse. I wouldn't even approach a CMS site without at least a basic knowledge of HTML, CSS, and a working compreshension of PHP and other server-side languages. On the subject of new sites, I also liked this article from "Personal Trainer Essex" who seems to be doing is own SEO, rather than paying the professionals and has managed to achieve umpteen top 20 google rankings for his chosen keywords within about a month of starting his site.

I wouldn't say it's perfect, there is no perfect, only preference. I've been playing with the MVC way lately. If you're going to make a CMS, I suggest starting with a good framework first, like CakePHP. Don't reinvent the wheel. A good frame work will make things easier in the end, once you figure it out of course.

I got my chops with PHPNuke for my first CMS, but careful... there be SQL in them waters, matey! :)
