Probably using a Library computer or something...what next...
I would like to have tinyurl blacklist him also...
Perhaps deleting all his current accounts under that IP and then creating a registration process that also includes an agreement that has a clause that covers such abuse, IE something that would allow or create legal action against him for his behavior.
