The color combinations represent individuals in the population (lots of color combos). People rate these color combos, and ones that rate higher have a greater probability of being selected as parents. Selected parents are mated to produce children having traits of both parents (new color combos). Children can undergo random mutation (swapping out a color), and are then throw into the population. Poorer individuals (ugly) get thrown out of the population. Some of these children may rate higher, and in turn be selected to be parents.
When you see this process repeated, the average fitness (how nice all of the combos look) of the population rises. The population is evolving towards better color combinations based on the way people are rating the color combos.
If you look down the page, you'll see a fitness graph, that matches most evolutionary algorithm graphs.
This is VERY COOL from a computer science perspective!

Still, worth checking out if looking for a good color combination. Another cool site for color combinations is http://colorblender.com/ Colorblender lets you pick a base color and then finds matches. Very nice if you do web design like me.
