For great colour schemes, I cheat and use Berh.com's Color Smart (http://www.behr.com/behrx/workbook/index.jsp). If the colours are good enough to put on the walls of your home, it's good enough for design in general.

In art class you learn of several color schemes: primary, secondary, complementary, and split complement, as well as analogous. They all involve the Color wheel, the hue of which varies per degree. The value is how light or dark it is. I'd advise you to look at the book "Art Talk" for a full explanation of a lot of basic art ideas. There actually are rules to art -- though some artists occasionally break them, they're actually quite consistent.

However, Twyst based his (with permission) on my original colormatch.dk (5 Kb version) - which, in turn, also was the foundation for my development of ColorBlender.com.
