When you move your cursor they carry the big cursor around the screen, and (I assume) speak the direction they are going. They also simulate a "click" by crouching down, and breathe heavily when you stop moving.

Maybe people are digging the article/site up for viewing it later? I usually get up in the mornings and digg stories to view them when I have time in the evening, if I don't digg them up and see them under my profile or on the front page, I usually forget to view them.
