He's severely distrustful of the government to the point of refusing a chance to hunt Bin Laden on the government's dime. And as violent as he is, his experiences in Vietnam have made him very anti-war as war is a tool of violent government oppression.

Superheroes by nature are above that stuff; Superman and Captain America have different ideals, and different ways of getting stuff done, but they do the right thing when it comes down to it. They work for a higher purpose. The largest majority of politicians don't, beyond what they imagine to be their own quest to 'fix' the system wrapped in the cloak of their own personal ambition.

I have a problem with the wording. The Power Cosmic would appeal to Neo-Cons, but that doesn't make the Surfer a Neo-Con.
