This actually is a very old joke about governments long before the U.S. MGS and South Park both did it more recently in our history. There are no new ideas, just reiterations of old ones when it comes to writing.

Japan disguises it behind research, but Norway doesn't give a *****. They let everyone know that they are hunting whales, and they're not gonna stop, no matter who says it's against the law.

As someone who dabbles as a cartoonist, and animator, I will make a comic or animation only to find later the same exact idea or joke portrayed on family guy or by some stand up comedian. I think its a curse for the people too well in tune with the collective subconscious of society.
