You can view it for a while with only one eye, then look away and look at something with the other eye - you'll still get the effect. It's not happening in the eye, but further back somewhere. In the brain. It's usually present after drug usage, but may even happen to those who have never taken recreational substances before.

When you view static images similar to this on on LSD you see all kinds of depth and colour illusions, but it's hard to focus on moving images like this - especially moving so fast. I would guess that you would hallucinate LESS by viewing this on LSD.
