This is certainly a NASA project (although public records acknowledge it- research can only go so far- it is an ongoing project at present- and is easily verified), which has hit the skids into conspiracy land- yet the money is still MISSING!
I cannot think of anything which would cost so much during one administration. The 2.7 Trillion is not an accumulative sum- this is how much that cannot be accounted for during this administration- alone. Yet late on Sunday (and for us early morning risers) you see front page stories with 35 diggs. The site wants to keep content refreshing in a timely manner. I imagine an automatic 200 and your front page threshold, while sounding good, could prove to be slightly chaotic at peek usage times.

If the same people are digging the same submitter all the time, technically their diggs don't mean as much because most of the diggs were from people who never read the story. It just makes it harder to artificially inflate stories to popular.

Anyone can be popular on Digg in the same way you become president or whatever. You have to make a lot of friends and then go co-opt everyone's ideas as your own. If you submit enough articles and have enough notoriety you will get on the front page.
I don't think I'm using Digg right at all. I submit stuff for myself and my friends. I'm not actually submitting it for the Digg public. I just use Digg to add interesting stuff to my blog. That's it. I even sometimes submit dupes if I don't like the original article or the description of it. I think that's the best part of Digg - not getting strangers to Digg your story, but to get your friends in your social network OUTSIDE of Digg to read your story.
If you think about it, Digg really is an awesome link aggregator and blog posting tool. In just a few clicks I can use Digg to post to my blog instead of posting to it manually with no tracking. And hey, if anyone out there in Diggland likes the submission - cool. But I say the success isn't in using Digg to share for popularity, but as a way to find articles and share them outside of Digg. Blog It is awesome.
In the end, are you trying to be popular amongst strangers or popular amongst your social networks? My blog friends and Facebook friends can see what I am doing. Those are the people who matter most. But if you do submit good things, you'll make friends on Digg as well and that's cool.

Or you can only submit stuff you find interesting and that isn't on digg already, and sometimes people will find it interesting too.
I've never understood playing the game either. I have a few high-count front page stories, I've never sent a shout to ask someone to digg an article, and I've also had a fast-rising submission dumped by editorial. I do also tend to submit things that I'd enjoy reading the commentary about.
