Take for example, where I live - Newfoundland, Canada.
We have long winters, last from about November till April... every year, the snow, ice, and snow plows brutalize the roads. All the painted lines are wiped from the streets. Potholes and cracks everywhere. It's inevitable and pretty much unavoidable with our climate, really.
So, instead of looking for a more permanent solution to road lines, they just paint lines again every year. Do they do it in the Spring? No, they usually wait until June. It's usually half-way through July before it's all done.
Potholes get fixed when they get around to it.
And every year, the city workers will tear up strips of road to repair them... a gouge usually about 2 metres wide and 4 metres long... three inches deep... And instead of repairing it shortly after, they usually just leave it there for a week or two... once they've torn out a couple dozen of these around town, they'll go around and fill them in... over the course of a couple weeks.
So, by August, all the roads are repaired... well, except for the ones that aren't.
And come mid-to-late November, it'll be winter all over again and the roads will be snow-covered.

PA seriously has the most god-awful roads though.
