The little midget jet cars are driven around at air shows, I'm not exactly sure by who but it could very well be the actual JASDF pilots themselves. Anyone who has ever seen the Shriners in their little cars at parades knows the basic idea. The drivers of the cars perform little globetrotter-esq land maneuvers to warm up the crowd before the main event of combat aircraft demonstration flying.

These are the JSDF's mascots. I think the mini F-16 was probably designed for them (and for kids to play in).

They do a kind of pre-show for the Blue Impulse which is like the Blue Angel in Misawa Air base in northern Japan for their annual Air show.
