Texting isn't specified as illegal but any action that is considered reckless by a police officer can get you pulled over. It took them so long to just get the talking part of the law passed that adding in texting would have only made the process longer. So expect something specified in the future.

Q: Does the new “hands-free” law allow drivers 18 and over to text message while driving?
A: The law does not specifically prohibit that, but an officer can pull over and issue a citation to a driver of any age if, in the officer’s opinion, the driver was distracted and not operating the vehicle safely. The fact is that it's the act of participating in a conversation that is dangerous, not holding a phone to your ear. This law was a means to sell bt headsets, and the impact of cell related accidents will be little if anything. - Jforsyth89, on 09/20/2008, -2/+7I hate seat belt laws. I don't think they should exist. However, they are fundamentally VERY different than laws which prohibit things like talking on the cell phone while driving.
If you choose not to wear a seatbelt, than you choose to put your own life at greater risk. If you choose to eat a big mac with left hand, text with your right hand, with chatting with your friend on speakerphone and driving with your knees, than you are putting the lives of EVERYONE around you in danger.

Rather than focus on the problem (distracting activity while operating a motor vehicle), they focus on a single instance (two way cell phone usage without a hands free device) and outlaw that.
