When the emission from vehicles are pure and environment-friendly, but you still need to create the fuel using non-friendly means, that's a huge improvement. Why? Because now you've consolidated the emissions to a few hundred (thousand) factories that can collect and/or control what they dump into the environment... rather than have millions of vehicles out on the road that can't.
