When the emission from vehicles are pure and environment-friendly, but you still need to create the fuel using non-friendly means, that's a huge improvement. Why? Because now you've consolidated the emissions to a few hundred (thousand) factories that can collect and/or control what they dump into the environment... rather than have millions of vehicles out on the road that can't.

It takes energy to charge a battery too, It takes energy to extract oil from the ground, It takes energy to refine gasoline, It takes energy from the sun and the earth to produce oil to begin with.
