It's interesting, buuut... The weakest thing about the whole movie are the "transformer" designs themselves. With 'real' transformers, you can sorta-kinda see how there are still car/truck/plane parts in there that form the basis for the robot's outer shell. Yeah, you have to suspend disbelief for the concept of a transformer to even work at all, but by keeping the car/truck/plane parts recognizable it prevents your brain from immediately rejecting the concept entirely.
Unfortuantely in this movie, the robot forms have nothing to do with anything in the computer forms, so your brain immediately rejects the entire concept. (It violates the preestablished principle of a transformer.) So in order for these to "work", the transformer would also have to be a T-1000 liquid metal Terminator. And if it's already a T-1000, why the f* would it bother with transforming in the first place!???

1) Was this the result of someone noticing how much cooler it looked, and then it became all the rage, or was it the result of a specific new tool or technique that made it possible?
2) How *do* they keep cg objects so perfectly matched with a camera frame that's constantly swinging around?

The software keeps getting better/cheaper/more accessible to everyone. There are several (PF Track, Syntheyes, Boujou, MatchMover)...
Basically it analizes the movement of the pixels in the image, and translates it to a 3D movement, wich you can later import into a 3D software (like Max or Maya) and apply it to a 3D camera, so that it moves in the same way as the "shaky" camera. You then export/render the 3D image and composite it with the video using any compositing software (After Effetcs, Combustion, etc).
