So his first assumption that it only happens on Intel Macs is incorrect, unless it is only Intel-Based Macs that are using a different locale.

It depends on whether you use the standard calc or the scientific calc. Standard calc is only aware of one operation at a time, so
1 + 2 = 3 * 3 = 9
Now switch to scientific mode. View -> Scientific
Do the same thing, you get 7 because it is aware of the rules for order of operations
1 + 2 * 3 = 1 + (2 * 3) = 1 + (6) = 7
