I would have loved it to be true, it would make me want a PB even more, but it's a hoax.
I know there are 3rd party G4's but i think 2GHz is two much of a speed bump, remember that if Jobs told the truth these things have to last till june next year, what else are they gonna squeeze into them to make it worth while buying a new one?

If you view page info with Firefox, all of the custom images originate from that fake website.
I carefully examined several of the "new" images on the "mirrored" site. Although I won't go into the various details that emerged from comparing images that may or may not have reasonable explanations (such as file size and creation dates), the one compelling piece of evidence is the paragraph mentioning the x800 video from ATI. If you look closely to the images next to it, the ATI images still says "Radeon Mobility 9700" which is what the current powerbooks use.
Now this "mirrored" site may vary well simply be some sort of concept or wishful thinking art project (the domain belongs to a photographer of some sort). And the author of this digg may or may not have run across this and connected one two many dots. Either that or he's full of horse manure. Either way, this digg should be reported and taken down.
