Even in 1991, when the book was published, it was clear that he was mostly interested in exploiting fear for political gain (he was mostly trying to make himself look like a big mob/druglord buster in anticipation of running for office, and mostly just signed off on other people's work on the insider trading cases). Credit belongs instead to SEC investigators who noticed the suspicious trading patterns that led to Dennis Levine, then to Boesky and Milken. Giuliani didn't give two craps about Wall Street crime until everyone else did the work necessary to convince him he had a big and easy win to gobble up by going after the white collar thieves.
