These contracts were awarded, not bid on. They knew what companies they wanted to get the contracts. Bidding was not allowed. The concept is the same though. We bomb the hell out of these countries then make money by rebuilding them. If another company, that was not associated with either of them, were given the contract it would be much different. But by awarding the contracts instead of allowing companies to bid, you lockout any competition.

Your second statement is more cogent. It would be difficult to put someone in jail for something that isn't illegal (talking about the investment).

I don't find this so grotesque that he "MUST go to jail", especially since what he has done isn't against the law. And I, for one, think that putting people in jail for things that aren't against the law a bit scarier than charities getting donations.
