Treasury Secretary Scott Bessent and Vice Premier He Lifeng wrapped New York talks with a U.S. idea for a U.S.–China AI safety and national-security notification channel, meant for Trump and Xi at the Washington summit on September 24–25. A May consultation idea never got written down. This one is being sold as the grown-up upgrade. Here is the uncomfortable part. USTR Jamieson Greer said export controls on advanced AI chips and semiconductor equipment were not on the agenda of that AI mechanism. The same meetings were billed as covering trade and critical minerals. The Busan tariff pause still expires on November 10. So the governments are opening a safety radio while keeping the two levers that actually move silicon and magnets outside the room. That is not de-escalation. That is compartmentalization. You get a channel for “we think your model did something scary,” and you do not get a channel for “we might loosen the GPU license” or “gallium leaves the dock.” Summit photos will look warm. The permission structure for compute stays cold. If the hotline is the deliverable and the chip rules are the no-go zone, then the scoreboard is already set: talk about risk, fight about supply.
