This one is audience is every Chinese company deciding whether to stockpile restricted US hardware or commit to the domestic stack...and a published schedule turns that bet into a plan. Export controls gave Huawei the one thing an infant industry can't buy: a protected market. Nvidia's quietest moat was that no serious customer ever had to find out whether the alternative worked. In China, they're all finding out at once. When a restriction guarantees your competitor its customers, who's subsidizing whom?
